Friday, October 1, 2021--Governor Lamont’s threat to displace employees would deepen critical short-staffing conditions  

HARTFORD -- State employees currently providing essential services at unprecedented short-staffing levels are requesting a 20-day extension on Governor Ned Lamont’s vaccination mandate that allows for a temporary process of testing in lieu of vaccination at some workplaces. 

Healthcare, custodial and maintenance staff represented by unions in the State Employees Bargaining Agent Coalition (SEBAC) are extremely concerned that the precarious staffing shortages that existed long before COVID-19 could be dangerously exacerbated by even a fractional reduction of this workforce if the COVID-19 vaccination requirement deadline set by Governor Ned Lamont’s Executive Order 13G with respect to state hospitals and long-term care facilities is strictly applied on September 27th.

SEBAC Impact Bargaining Update on EO-13F and EO-13G - 9/20/2021

SEBAC had its third meeting with representatives from the Lamont Administration to bargain the impacts of the recent Executive Orders concerning mandatory COVID-19 vaccinations of state employees.  For employees not working in state hospitals or long-term care facilities, that mandate includes the ability to refuse the vaccine if the employee submits to weekly COVID testing. 

As we reported on September 9th, leaders and staff from the impacted SEBAC locals met with representatives from the Lamont Administration to discuss the details and bargain the impacts of recent Executive Orders concerning mandatory COVID-19 vaccinations of state employees who do not qualify for medical or religious exemptions.  For employees not working in state hospitals or long-term care facilities, that mandate includes the ability to refuse the vaccine as long as the employee submits to weekly COVID testing. 

On August 19th, the Lamont Administration announced Executive Order No. 13D (EO-13D) concerning mandatory COVID-19 vaccinations of state employees who do not qualify for medical or religious exemptions.  For employees not working in state hospitals or long-term care facilities, that mandate includes the ability to refuse the vaccine as long as the employee submits to weekly COVID testing.
